FALL CONFERENCE



      Prospective delegates to Youth In Government must attend a fall conference in order to be eligible to go to the Lansing conference. This one-day training program is to prepare and inform students and advisors about the Lansing experience. The day includes workshops in all program areas, campaigns, election of state officers and governor candidates.

  Nomination and Election of Candidates at Fall Conference

   Each school group or YMCA Club participating in Youth in Government may submit one nomination for each elected position, provided the candidate meets the qualifications for the office for which he or she is running. Candidates may be nominated for any office by filling out the candidate application form and sending it to the state office one week prior to fall conference. 

Governor:

     Will have 3-5 minutes to present the highlights of their legislative program for the state. Each candidate should be introduced with a 1-1/2 minute nominating speech.  The winning candidate from each district will go to Lansing and run against the other district winners.

Qualifications
  • Must have served at least one year in the legislative branch of Michigan Youth in Government.
  • In Junior high school year
  • Knowledge of parliamentary procedure
  • Personality, good citizenship, dress, poise
  • A knowledge of state issues, and possible solutions of state problems
  • Ability to speak in public extemporaneously
  • Must be able to participate in yearly YIG functions, as stated in the program handbook. Also must participate in CONA and the Washington D.C. Youth Governor's conference.

Red/Green Lt. Governor & Speaker of the House:

     Will preside over a discussion using parliamentary procedure.  The candidate will call the meeting to order and make an opening statement telling how he/she plans to preside over the Senate or House if elected.  Each candidate will face the same parliamentary procedure skit.  Candidates will be outside the room until they are called to preside. Each candidate should be introduced with a 1-1/2 minute nominating speech.

Qualifications
  • At least a junior in high school
  • Thorough knowledge of parliamentary procedure
  • Ability to speak in public extemporaneously
  • Recognized leadership
  • Personality, good citizenship, good appearance, dress, poise
  • Must have served at least one year in the legislative branch of Michigan Youth in Government.

Blue/White Lt. Governor & Speaker of the House:

  • Must be in 9th grade or a 1st year 10th grader
  • Knowledge of parliamentary procedure   
  • Recognized leadership-- having demonstrated at home, church or school
  • Personality, good citizenship, good appearance, dress, poise         

Rules for Voting:

     The rule for voting at fall conference and at the Lansing conference is ONE PERSON, ONE VOTE.

     In any election at the fall conference or the Lansing conference where the candidate does not receive a majority vote on the first ballot, a second balloting will take place between the two top vote getters.  Delegates may not leave the voting area until it is determined if a second ballot is needed.  All voting will be by secret ballot.  Ballots will be handed out after all candidates have given their speeches.  All delegates are to remain in the auditorium until the election results are given.
